In September 2020, GenScript/Legend Biotech co-founder Fangliang (Frank) Zhang was placed under residential surveillance and later arrested by China's Customs Anti-Smuggling Department (Zhenjiang) over the 'suspected offense of smuggling goods prohibited by import/export regulations,' tied to special inspections of the management of human genetic resources (organs, tissues, cells). Chinese customs raided GenScript offices and two employees who had handled import/export were also detained; GenScript's share price plunged. Outcome: in 2022 GenScript said Chinese authorities concluded the investigation and decided NOT to bring charges against any entity or individual, and Frank Zhang subsequently returned to leadership. Surfaced as material identity/governance history; resolved without charges.
